Norfolk, Virginia.....
There'a naval base around there methinks. I would guess that it was cheaper to build a tunnel under those big ships than to build a bridge tall enough to safely go over them. The Golden Gate Bridge is fairly tall, and yet some ships have to wait until low tide to go under it.

There is also a similiar bridge/tunnel system nearby connecting Virginia Beach to Cape Charles called the Chesapeake Bay Bridge Tunnel. It runs for 23 miles. The bridge-tunnel uses a combination of bridges and tunnels over and under two widely separated shipping channels, using four man-made islands built in the bay as portals. I went over/thru it a bunch of years ago on a family vacation.
